Your average already includes every past review. The more reviews you have, the more new ones it takes to move it. That’s also why a steady stream beats a one-time push.

Can I delete bad reviews to get there faster?

No. You can report reviews that break Google’s rules, like spam or off-topic posts, but not ones that are simply negative. Replying well to them helps more than you’d think.
